Rep. Adline Clarke deliver the Democratic Response to the State of the State Address

On January 13th, Alabama Governor Kay Ivey gave her final State of the State address. This is the response of Representative Adline Clarke, on behalf of the Alabama House Democratic Caucus. Rep. Clarke lays out the House Democrats' agenda for this session. The House Democrats are "laser-focused on creating an Alabama we can all afford. Our bold and practical agenda is focused on economic innovation and growth, protecting and increasing our investments in public education, expanding access to affordable health care, safeguarding our voting rights, and promoting sensible reforms to our broken justice system to make our communities safer." 

A story about Adline's pre-filed disabled voter bill aired in December 2025 on WSFA_TV : 

Rep. Adline Clarke (D-Mobile) said disabled voters are at a disadvantage at the ballot box under current state law. She said House Bill 45 is aimed at bridging that gap.

At the bottom of Alabama’s absentee ballot, there is a section that says “only the voter may hand this application to the absentee election manager” or “the voter may also forward this application through the mail.”

“That is problematic for a whole lot of people,” said Rep. Clarke.

She said the rules are not doable for Alabamians with severe mobility challenges or who are bedridden. HB 45 would allow a disabled person to designate a person to handle their ballot for them.

“We just simply need to remove or amend that language so that disabled persons are free to have someone act on their behalf,” she said.
